Mental Capacity Act

Application of the Mental Capacity Act is a common area of learning which has emerged through a number of Safeguarding Adult’s Reviews (SARs)  This Link takes you to a page which identifies these Local SARS and Mental Capacity Learning 

Self Neglect

A significant number of reviews have identified self-neglect as an important area that practitioners need to improve upon.  Learning which has been identified in recent reviews and addressed in the revised self-neglect policy include:

  • Information sharing: Provide clarity on where to seek support where consent has not been given but concerns remain and are still being reported. (BS Review)
  • Enforcement Powers: In complex cases multi agency discussions should include what powers partner agencies have access to which could be used to ensure that the necessary level of support is available, this should include the appropriate use of enforcement powers as identified in the Self Neglect and Hoarding Policy. (Alison)

Complex Adults Risk Management (CARM) Framework

A CARM was introduced in Worcestershire during  2022.  It  provides front line practitioners with a framework to facilitate effective joint working with adults who:

  • are at risk of harm due to their complex needs,
  • where the risks cannot effectively be managed via other processes or interventions, such as section 9 care and support assessment or section 42, safeguarding enquiry under the Care Act 2014.
  • the adult’s engagement with support is intermittent or it has been difficult to engage with the adult
  • individual agency procedures have not been able to resolve the problem(s)
  • Without some for of support the risk is likely to increase

Safeguarding Adults Reviews

Safeguarding Adults Network

The Safeguarding Network group is open to organisations who directly deliver services to adults at risk, including voluntary sector and services that operate at a district level.  Further details on the Network and how to join can be found by following the link below:

Transition from Childrens Services to Adult Services

The following page provide advice on how to manage and support children and their families or carers moving from Children’s Services into Adult Services.  Alongside links to a toolkit and information page, it identifies learning from Safeguarding Adults Reviews on the application of the Mental Capacity Act legal framework, which should be applied when a person becomes 18 and has a link to some local podcast which have been developed to provide further information on this.
